The DRAM frequency bar? That being full is fine as it represents how fast the RAM is working. Opening any program or even watching a youtube video should push it to max and it represents the RAM working at full speed.
It's showing 8GB ( 4Gb x 2 ) working at DDR3 1600 cas 11 - 11 - 11 - 28. As long as you aren't getting errors it seems to be working together fine. That's never guaranteed when mixing memory though. It's always best to use sticks bought as a matched set.
