Brand New PC randomly stopped working properly

I recently built my brand new high end gaming pc and it worked fine for a good time, a month, but now it will only work it I run it off of the cpu only, no gpu. I put my gpu in my friends rig and it worked fine for hours, but when I put his gpu in my rig, it worked for a short time on fallout 4, but then I ran into the same issue. So I don't think its a graphics card short or whatever. The cpu is obviously running fine because thats what I'm running the computer solely off of to type this up. The ram is working fine. The hard drives are working fine. I took my computer to an IT dude on campus, who didn't seem too knowledgeable really, and we tried running ubuntu off of a usb drive, and it would not boot properly with the graphics card in either. WHAT'S GOING ON?!

MOBO-MSI Z170A PC Mate
PSU-cx650m corsiar 80+ bronze
RAM-8gig kingston hyperx fury
HDD-WD blue 1T
SSD-ocz 240gig

do you mean to say your computer will not post when you are using gpu, or windows will not boot. have you tried a bios reset?

check the PSU voltage on load using HWInfo32.
also the temps for both PSU and the GPU.

you can try to install the PSU and the GPU in your friends PC at the same time and see if the problem can be reproduced.

It will post fine with and without the gpu, but it won't run windows properly(or ubuntu) so I can't check the psu voltage with it in. As far as trying another psu, I'm trying to figure that one out as my friend doesn't want to help me out with that

When I boot it up with my gpu, it will do one of three things, make it to my desktop, then after a few moments the screen will shut off, or it'll make it to the sign in screen and the screen will shut off, or most often than not, not even make it to the sign in screen. In all senarios, the fans on the gpu will start spinning at 100%

does the gpu feel hot to touch?

check voltage from bios. also boot without the gpu and check the voltage using HWInfo32 while putting the cpu on load using Prime95 or IntelBurnTest. run the test for a few hours

I don't think the cpu is the issue here..I have run a few stress tests..but its not showing any signs of malfunction...heres what I did today

Okay, so I did a complete reinstall of windows 10..nothing changes....reinstalled all drivers...nothing changes...jumped clr cmos pins..nothing changes...took out cmos battery, checked the voltage on my voltometer, it's fine...put it back in..nothing changes
