Will a x4 880k bottleneck a gtx 670

As the title says if it does by how much will it bottleneck and how many fps will i get will it be more than ps4

This will definitely depend on what games you're playing.
It is a 4 core CPU so you will at least be able to launch any modern game, that's good! The GTX 670 is a solid card. I have a 660 in my closet which isn't far behind my 770 in most games.
I will assume you're playing at 1080p and give some predictions that games will handle it.
League of Legends: LoL tries to be as accessible as possible, and it is. You will be fine on the GPU end of things. You may hiccup in teamfights if you play on high/ultra settings.
Battlefield: As a larger, open world, game, you will definitely see issues on your CPU end of things. You have 4 cores, but they are weak cores. Any game with a large map or open world to it, you will notice issues.

World of Warcraft: CPU will give you some longer loading screens and you will load into the world with many objects and people taking a while to load in, but once you're in you should be fine (this is how most open world games will play, if you play with far draw distance you will notice FPS hits the most).
Cities Skylines: Your CPU will die if you plan to play at anything above low-medium settings. This game can beat up high end CPU's if you let it push them.

Overall, you're looking at low fps in open world games that will use your CPU. GPU demanding games will be just fine until you get into newer games. Those will have to be on medium settings. I would recommend you google/youtube/forum search for benchmarks of the games you want to play with different builds to see how it compares with different strength CPUs and GPUs.
