Is this a big issue?

I am upgrading my pc shortly and have just put my updated pc into pc part picker, and I got this under notes: "The A-Data 8GB (1 x 8GB) DDR3-1600 Memory operating voltage of 1.5V exceeds the Intel Skylake CPU recommended maximum of 1.35V+5% (1.417V). This memory module may run at a reduced clock rate to meet the 1.35V voltage recommendation, or may require running at a voltage greater than the Intel recommended maximum." Is this a big issue? And will it mean buying new RAM?

Even if my motherboard supports ddr3?

Yes, you can damage the CPU because the memory controller is integrated into the CPU. I don't think anyone really knows for sure that effect running 1.5V RAM on Skylake has, but the general consensus seems to be that it's not worth the risk.

So far I haven't bought: the motherboard or the cpu, but I have the ram, so is it best to get a different intel cpu or new RAM?

Well, if you can find a good deal on a last gen (Haswell) CPU/mobo, that would be a decent option. The performance difference to Skylake isn't that great. However, given that DDR3 is being phased out and DDR4 is the new standard, I'd be more inclined to get new RAM and a Skylake CPU.
