Are these compatible? Are these the best bang for buck?

Solution
A 450W XFX (except the XT) PSU easily suffices.
If you want a gold certified unit, the EVGA G2 is one of the best, but look for the 550W variant.

Usually the Msi 1060 is pretty expensive in most countries. Any dual fan 1060 will perform just the same.

If you're looking for best bang for the buck don't get a liquid cooler but a decent air cooler like the Cryorig H7 or the CM 212

As for the mainboard a Gigabyte Z170 Gaming K3 usually has the best value, alternatively an AsRock Fatality Extreme 4 or a Gigabyte Z170 Gaming 3.
MSI often struggles with qc with their boards.

Depending on the price, get 2x8GB Ram.

Few words.

Saw that you were aiming for a black & red theme, so put in nice black & red themed CPU cooler. 2nd reason for this CPU cooler can be read from here: http://www.tomshardware.com/reviews/best-cpu-coolers,4181.html
Went with the nice looking MSI MoBo to match the black & red theme. (My Skylake build uses the same MoBo.)
Put in 2x 8GB RAM at 2800 Mhz, color: red. Leaving you 2 slots free for future upgrade.
For storage device, went with the best SSD. Proof here: http://www.tomshardware.com/reviews/best-ssds,3891-2.html
GPU is the same you picked. For the price, read "Note 2".
Case is a nice full-tower case that has red accents to fit nicely with the theme you're going with.
And lastly, put in great PSU that comes directly from the best PSU OEM, Seasonic.

Note 1: I switched pcpp to a Deutchland (Germany) so, that the prices would be in euros.
Note 2: Since there's no GPU price in de.pcpp, i took it's price from my country's (Estonia) importer website. GPU price should be about the same in Finland.

Left you plenty of money to spare for VAT.

This build is very similar to my Skylake build. Check my signature if you're interested how much each component did cost for me in Estonia.
