Swapped CPU Fan is SO LOUD! HELP PLEASE!

One day I turned on my PC and my CPU fan was just insanely loud all of a sudden(I have an AMD FX-8350). Fast forward about a month, I replace the CPU fan with a new one. I had an old fan to begin with so I wasn't too surprised. I replaced it with an AMD FX-8320 stock fan and there's absolutely no difference! I re-applied the thermal compound about 5 times now and still, SO LOUD! I don't know why this is happening, because the fan isn't nearly as loud in my brother's PC. I completely cleaned out my PC, taking every part out and ridding of all dust. Re-seated my motherboard and even took out RAM. I need help!! Would it be wise to just buy the Corsair liquid cooling?

You are saying the problem persists after you change the fan
have you checked whether there exists some obstacle the fan might be hitting?
liquid cooling is great but for silent cooling some regular fan coolers perform
better

I changed the whole heatsink, fan and thermal compound. I don't know what could be wrong
