Windows reading half of memory; 8GB Ram (3.9 Usable)

First of all i changed my windows from windows 10 to windows 7, with windows 10 i didnt have any problem and it read all my memory correctly, with windows 7 (64-bit) it says i have 8gb of ram but only 3.9g is usable. i tried a bios update, tried to reinstall the ram sticks in different slots. nothing changed. help please

This worked for me

Run cmd as administrator
(type cmd in search right click cmd in programs, select second option down)
copy and paste

bcdedit /deletevalue {current} truncatememory

into the command screen
press enter

reboot computer
Job done

I'd like to know how to raise my dram voltage thanks for replying though.

The Motherboard is : MSI 970 Gaming.

as for my cpu it is an AMD FX-6100 3.30GHz

as for the rams they are : 2x4GB Kingston HyperX. i don't know the exact model number.

I Tried raising the voltage from 1.480 to 1.980 still nothing changes (3.95G usable). as for the model number/part number : KHX1600C10D3/8G
