I installed 64-bit windows 7 ultimate on a hard drive for a 32-bit system, which worked fine, but when I transferred the hard drive to a 64-bit system it would crash on startup. I have another hard drive which has the same operating system from the same disk installed on it which boots up fine on the 64-bit machine.

A 64-bit version of Windows will not run on a 32-bit only CPU. In all likelihood, the CPU is also 64-bit compatible (in your first example).

When you move the HDD to the second system, make sure your SATA mode (set in mobo BIOS) matches what was set on the first system. If not sure, set to IDE mode. You can change to AHCI afterward.

Also, keep in mind that a single license can only be legally used on a single system.

Moving a drive with an installed OS from one system to another often does not work.

But the issue is almost certainly not 32bit vs 64bit hardware. Anything in the last decade is almost certainly 64bit capable.
