Your i5 comes with a cooler already
2x4GB RAM will perform better than 1x8GB, but this is not a huge deal
The EVGA 500w Bronze is an unreliable psu.

This is just $600. You could add a ssd AND 8GB more RAM and still be under $700

You NEED a better psu. You do NOT need the 212 Evo. Stick to 2x4GB DDR4 RAM. 1TB hard drives are typically about the same price as 500GB hard drives.

The rest is fine. If you REALLY need to reduce the cost, the ssd needs to go. It is more of a luxury than a necessity.

I think it would be better if 8gb ram cause most low-budget motherboards have 2 ram slots.
Would it be safe to remove cpu cooler?
And whats wrong with EVGA 500w psu?

Your budget is a sweet-spot but there are some constraints. The CPU, motherboard and RAM are fine. This is my recommendation: -
CPU: Intel i5-6500
RAM: Kingston HyperX Fury Black (1 DIMM 8 GB)
GPU: EVGA FTW+ GTX 1060 3GB
Mobo: MSI H110M Gaming
PSU: Corsair CXM 550W Semi-modular PSU
Case: Corsair SPEC-ALPHA or NZXT S340
HDD: Western Digital Caviar Blue 1TB

This build comes to $684 according to PCPartPicker gives you a little buffer. The SSD and the CPU cooler can be upgrades for the future to help out but if you really want a CPU cooler the 212 EVO is a good option even the beQuiet! Pure Rock is good. But overall your build without a CPU Cooler should be fine since the i5 isn't unlocked besides you can upgrade the CPU later on too. So let me know your opinons :D
