Downgrade USB 3.0 controller to USB 2.0 on FUJITSU ESPRIMO Q556

Hi all, I bought this neat little PC in the hopes that I could attach 33 digital cameras to it via USB 2.0 to it (it has 2 USB 2.0 ports in the back) but it appears that I was wrong! The amount of attached cameras tops out at 18 no matter what I do, which seems to be a USB 3.0 limit. I've been into the Bios to try and downgrade the USB 3.0 controller to USB 2.0 but it wasn't obvious from the choices on display.

Is there any way in Windows or anything else that I can force all the ports on the machine to operate at USB 2.0 so that I can attach all of my cameras?

The cameras all go into a central cell, which acts as a hub of sorts. The cameras connect to the cell, then there's a USB cable into the PC. My issue is that USB 3 has a much smaller limit for attached devices than USB 2. Speed is not an issue for me, I merely need to see and be able to interact with all 33 cameras instead of just 18.

The cameras are also powered off the cell, this setup works fine with older Asus PCs but I bought the Esprimo Q556 for a new setup and I'd really like to get it to work.
