I can't find a wifi network but others can

i have windows 10, and using an hp laptop.
there are 3 networks and i can only see #1 and 3. i can't find or see the #2 network. but my phone can see #2 network and other laptop can see it too.

at this point im sure it is not related to the router as you can see others are able to connect or find that #2 network. hwoever my laptop can't. now what to do to fix this? I already tried uninstalling my driver and reinstalling it. also it is up to date. no option for roll back. what to do? help.

I'll second Autocrat's answer.

Maybe your WiFi only supports 2.4GHz band.

Check the WiFi make / model in Device Manager and have a Google to see if it is 5GHz band capable.

I helped a client with this today and found another possible cause and solution (phones and second computer connected, new laptop wouldn't find the network but could find other networks on 2.4GHz): The router was set to automatic wifi channel and was using Channel 12, but our country only uses up to channel 11 so Windows 10 wasn't finding that network as it was only scanning up to channel 11 based on PC regional settings. I set the router manually to use channel 3 and it worked (even though we'd selected the correct country in the router config - so obviously a bug with this D-Link router using the wrong channel for our country).
