High RAM and CPU usage and temperature in idle

Task manager->services->[Services] button -> find Razer Game Scanner on the list ->doubleclick -> Startup type-> set to manual or disabled if not in use.

You do have McAfee that will periodically scan your system, raising CPU and RAM loads considerably.

Start/settings/system/apps and features - Uninstall Office click to run if you do not use that product.

Looking at the pic, the ram usage seems normal. 4gb isn't much ram and windows will happily use around 1.2-1.5gb just at the desktop. Your temps don't seem very high really. Something is using the cpu so it's not idling, idle means it's not working. 50%+ cpu usage says the cpu is in fact doing something. If you're not actively using the pc or running a program yourself you may want to check task manager and see what processes are running. It could be an antivirus running a scan, windows updates or something going on in the background.
 
Looks to me like you have a virus or program running. Check your process and see what is going on. You may need to uninstall and reinstall a program that's acting up. Run antivirus software and malware bytes. You may also want to run ccleaner or advanced system care.
 


You can set your Nvidia Stream Agent to manual in Services(click start button, type servies, click Services). Stop the Nvidia service(s). Set all to manual.

You are showing but one temperature monitor. Did you notice the negative values next to Temperature. -67F???

Your CPU and GPU temperatures are normal other than those erroneous negative temps.

Speccy, Coretemp and Speedfan are a few other health monitors you can use.

RAM consumption is normal.

A low end CPU is going to have to work harder than a more powerful CPU. It's only dual-core 2.5GHz CPU. Fairly inefficient by today's standards. CPU usage looks normal.

I would click on Show Processes From All Users so we can see all of the processes. That would offer a more complete picture.
