Solution

crossfire rx 480 will, but it will generate a lot of heat, and may cause problems with motherboard pcie slot
you could go for 1080 and later add up another 1080 if you want more performance

Yes, SLI 1070 will out-scale a single 1080 easily.

But there are known issues with SLI you have to be aware off. Screen tearing, gaming don't being optmized for it or no compatibility at all, heat and insufficient power supply to list some.

Normaly, is a better idea to have a single stronger card than two weaker ones.

But, it doesn't mean it's a bad idea. Two 1070 will be much better than a 1080, but you'll have to deal with SLI conditionss, if that's not a issue for you, go for it!

Gtx 1070 in sli is fast as Titan x pascal

In answer to your question "Will i be able to play all games?"

No. Not all games support SLI/Crossfire.

Although I run a system with Crossfire myself which I am happy with, for the sake of full compatibility I actually recommend a single card. :)
