Replacing Gaming GPU with a Workstation GPU - Getting black screen on boot instead of low res view to install driver

I'm replacing the GPU's in a couple of our work computers. They had GTX 660 gaming graphics cards, and I'm replacing those with AMD W4300 workstation cards. On one of the computers, I had no trouble. I swapped the cards out, booted up, and installed the drivers from the AMD website. Everything worked fine. On the second computer, I can't get anything to come up other than a black screen on boot. I tried installing the drivers with the gaming card put back in, then swapping the workstation card in after driver install (there's only one PCIe slot on the mobo) with no luck. After retrying this, I discovered that the driver file wasn't installing the actual GPU driver with the workstation card not in. But on the other computer, I didn't have the black screen issue. I was able to see a low res screen to install drivers. Has anyone encountered this?

PC Where Everything Worked:
Mobo: ASUS H87M-PLUS
PCIe: (2) 1x 3.0 and 1x 2.0, the W4300 installed in the 3.0 slot

PC Where It Just Black Screens on Boot:
Mobo: Intel DQ67SW
PCIe: (1) 2.0

I've tried both of the W4300 cards in the one that works and everything's fine with the cards. It's very frustrating and I don't know what direction to head with this. Any help would be greatly appreciated.
