Trying to clone win 7 to new hdd without os

So im wondering if I can clone my old win 7 home edition hdd to new win 7 professional hdd without cloning OS. I just installed win 7 professional on a new hard drive and would like to transfer applications and settings. If possible at all I'd really like it to look exacty the same as win 7 home hdd. Anyway at all to clone/mirror hdds without transferring OS

If I'm reading the correctly, no you can't do this.

You have Win 7 Home on one drive.
You have Win 7 Pro (recently installed) on another drive.

You wish everything from Win 7 Home to end up in Win 7 Pro.
Nope...no can do.
