Is this GTX 1050 small form factor and will it work on a 240 watt power supply

It's 'short', but some 'small form factor' cases require half-height GPUs.

The GT 730 is a 49W card vs the 1050 @ 75W. It's minimal, but on a 240W that could be the difference between stable & not.
Ultimately, it'll depend on the actual PSU make/model itself, and the balance of your components. If you list your full current spec, that'll help.

Officially, the minimum recommended PSU is 300W for a 1050 FWIW

Alright, so the 1050 won't fit but is there any other small form factor card better than the 750 ti, also specs are

Core 2 Duo E8400 @ 3.0 ghz
16 GB DDR3 RAM
EVGA GT 730 2GB DDR3

You also have to be careful because some desktops' motherboards PCIE slots do not support the full 75W that the GTX 1050 will need at those low power levels. Like the Lenovo M700 SFF only will supply 45 W according to its specs.

You could have some BIOS issues supporting newer cards too, since I would assume that setup is ~8 years old.

I can't find any benchmarks (unsurprisingly) for an E8400 (or any C2D) with a 1050...... personally, I wouldn't go any greater than a 750TI paired with it anyway.
