Anyway, I need you guys to see if this build can be optimized but not to exceed the budget of $800.

The H7 does a fine job of handling quad core Skylake CPUs up to about a 500MHz overclock.

With these newer chips that are being built ever smaller, it seems that power delivery and voltage regulation play a bigger part in overclocking than temperature does. That is, assuming you keep the CPU under 90C.
Please, for your own sake, stay away from Kinguin. I've bought keys off of them before and they ended up being blacklisted within two weeks.

If the price of Windows puts the build above your maximum budget, I'd suggest just using integrated graphics until you can afford the GTX 1060.

My changes:
1) Got rid of Kinguin pricing and selected a copy of Windows 10 that comes with a legitimate product key.
2) Swapped out power supply for one that will handle overclocking better.
3) Swapped out single 8GB stick for 2x 4GB sticks so you get the extra bandwidth from dual channel mode.
