Pc won't boot, no BIOS, no RAM beep

Computer won't boot, won't bring up any images no matter which gpu I use, and the lack/presence of ram doesn't effect it either way. Computer won't turn off via power button if the CPU power is in, and for a while would just boot cycle continuously.

MSI x58 platinum
Antec earth watts ea-750
Corsair xms-3

If you have DC voltage tester, test your PSU, you do know how to use tester do you?
If PSU's good, get suitable motherboard battery, clear CMOS, start with CPU+1 RAM, let it run for 15 seconds, turn it off, now add 2 RAM and start, after 15 seconds, turn it off, add VGA, turn it on and enter BIOS, if no video signal (dead motherboard), if manage to enter BIOS, restore default value - safe and exit.

I tested both the psu and the mobo and they both checked out,but when I tried the other steps I got nothing- so my mobo is toast?
