It could be the 1070 problem that has been around that micron memory makes the driver crash or unstable, even at stock speed. If you download GPU-Z and check if you have Samsung or Micron memory. you can download it here https://www.techpowerup.com/gpuz/
If you got Micron i would suggest to update your bios on your gpu. you can find it on a site simmular to this

If you got Samsung i have to google some more
I updated the GPU's BIOS which was indeed need of an update. I do have Micron memory. Still no change. Premiere pro still randomly crashes. I'm thinking this issue is so difficult to figure out that I may as well take it into a tech store to get it fixed at this point. Crazy.
Is there anything else that could be causing the problem? like a software conflict?
Could be a software conflict, i saw in the geforce forum post that somone had to disable windows defender and that fix it. Is it only in that program you experiance crashes or others aswell?
If there are nothing else that are crashing, i would probebly try to contact the support for the program. I dont think a tech store will be able to fix much tbh
