is i5-4590 considered as high end cpu or not?

I wouldn't exactly call it high end. The 6800K is high end. It will allow high to ultra settings with that 1060 which is a perfect pairing for the 4590.

shows my FPS with Far Cry 4 with ultra settings using a 1080p 32" TV. I have the 4690K(not overclocked) and a 970 FTW from EVGA. The 1060 is better than the 970 so I'd expect your FPS to be even higher. At least with that game, Even though it is a couple years old it does need a fairly powerful rig to run it...

At least with that game, Even though it is a couple years old it does need a fairly powerful rig to run it properly(at ultra). There really isn't an appreciable difference between the 45 and 4690. Sure the 4690 is clocked a bit higher but for gaming I'd expect similar performance.

Does Forza Horizon 3 count as AAA?

I run a 4590 and GTX 970, and get a steady 120 frames in that game, which has been widely regarded as a game with awful optimization. Just wondering, because my experiences with the 4590 could help the OP :)

EDIT: I should state that this is on Custom settings, with a range of qualities (Textures on high, Shadows on low, Reflection on medium, AntiAliasing off, can't remember the rest, but you get the idea)

Yes. I agree that sizzling underselling the 4590 just a wee bit. It's not a FX 4300 that might hold back the 1060. The FPS depends a great deal on the GPU in question but with the right GPU(which the 1060) in play 100+ FPS in modern games on ultra isn't unreasonable. It should be expected. If however you run into screen tearing Vsync can help.
