Hello, I'm just wondering is my laptop's temperature normal while playing a modded GTA4 ? the mod itself is normal, just a couple of cars and CryENB on low... but when I limit the processor power to 100% (which enables turbo) it goes up to 92 to 95 degrees ! But when I set it into 99% (which disables turbo) it only goes up to 88 to 90 degrees, is this normal ? My laptop is elevated with a cooling pad
is it normal for a Intel Core i7 4720HQ to go up to 92 degress Celsius while playing a modded GTA 4 ?

Laptops vary a lot, but your experience is in the normal range. That doesn't mean it's good for your CPU. Many laptops just can't keep a CPU cool for sustained gaming.

Some laptops have serious thermal issues. They are badly designed.

even with a cooling pad, you laptop may have gotten full of dust and needs to be cleaned out so air can flow through properly and the heat isn't trapped in by a dusty sweater.
