What is your motherboard size? ATX, M-ATX, ITX?
What do you have inside that you need to cool?
What is your current case?
If you have a case with at least two front intake fans of 120mm or better, you should have adequate cooling.
And... if those fans have a filter, your parts will stay cleaner.
If you have sufficient intake, the incoming cooling air will exit somewhere, taking the heat from your parts with it.
If you want quiet, look for 140mm intakes or 200mm.
Larger fans move air more quietly because they can run at lower rpm.
Size of the case is irrelevant. I use a small M-ATX Silverstone TJ-08E with only a single 180mm intake. Running on low speed. PS-07 is similar.
If you are using a liquid cooler, your task gets more complicated.
The orientation of the radiator will cause a problem.
If you orient it to take in cool air from the outside, you will cool the cpu better, but the hot air then circulates inside the case heating up the graphics card and motherboard.
If you orient it to exhaust(which I think is better) , then your cpu cooling will be less effective because it uses pre heated case air.
A simple tower type air cooler does the job better.
Cases with viewing panels will tend to be noisier.
One can install foam insulation on cases with solid panels.
