Items connected to usb port are not recognized till reboot

I have a new laptop that has the peculiar behavior of not recognizing anything connected via usb till after I have done a reboot.
Most things are recognized after reboot. However, if i unplug it and try to plug it in again to the same port I have to reboot again to have it recognized.
The only thing that has worked so that I don't have to reboot is to go into Device Manager and select the appropriate driver manually. It will not work if I choose the option for it to search my pc automatically for the best driver. In Device Manager it shows my newly connected usb devices (thumb drives, mouse, portable hard drives, etc.) in the "Other Devices" category and usually with the appropriate description of what it is -- however it is marked with an exclamation point.
Any ideas on what could be going on?

This is something which is faced when you overclock your hardware. In such we overvolt the PCH Vcore to 1.1 and thing get back to normal. Basically it mean your motherboard chipset is not able to supply peripherals with adequate electricity.

Yours is a laptop and normally they dont have overclocking CPU. Since yours is a new laptop kindly get it rma'ed or serviced at nearest service centre. Also if its having a overclockable cpu then reduce the overclock and increase PCH voltage.
