CPU fan problems

My CPU fan has been acting up for a few weeks, and its kind of annoying, After turning my PC on it takes the fan 30+ minutes for the RPM to get to the normal 2800 - 2900. It sits around 1000 - 1500 RPM. And once it reaches the 2800+ point it only stays there for around 12 hours, compared to before it would stay at a normal RPM for however long my PC was on. Is there a solution to this other than obviously getting a new CPU cooler? My current cooler has a 3 pin connector thats all I can really say because im not the best with hardware stuff. TY for any help.

If your temps are not going up its normal for it to spin slow when they go up it will automaticly speed up so its ok just check your temperatures if they are ok and clean it if...
