(I'm New To Making PCs) Can someone give me a build that can run League of Legends at 130-200fps at 1080p?

Ok so my laptop is slowly dying on me :( I have read on multiple websites and heard on multiple videos that making your own PC is cheaper than buying a pre-built one. So as you read from the title, I want a Cheap PC build that can play League of Legends at 130-200fps at max settings or medium! Keyboard, mouse, monitor, mouse pad, speakers, and OS doesn't matter because I already have those. Also, the storage on the PC doesn't need to be as big at 1TB, it can be 250gb or so because I have several portable expansion drives that is 2TB big.

My Budget is $400 (It can't go over)

**Some people though that I want to buy a prebuilt, I do not! I just wanna know some parts for a Custom Pc**
 
Building your own gaming PC is certainly cheaper... But honestly that only comes into play for enthusiast builds.

If you want an extreme gaming rig you can for sure build it for cheaper. No question. You get better components at fair prices and no premium for gaming...

That said... These kinds of entry level price ranges - you can't beat a prebuilt. They get such good deals on low end power supplies, ram, and other components that honestly? You just can't compete.

A low end, properly built gaming rig will currently run you around $800. That same computer would easily be $1200+ if you bought it in a store.

$400 is going to be tough to swing either way though... It really isn't much to work with. Some people may be able to post up some i3 6100 builds that come close but... You may be able to get an i5 with a 3GB 1060 from the big box stores on black friday for around $500. No way you're going to build an i5 with a GTX 1060 for $500 yourself.

Thank you! But the question is that will this build run League of Legends at max settings (1080p) around 150-200fps?
