Quick question about FSX?

So my current CPU (C2Q Q6700 @ Stock) runs FSX well at a stable 30fps without low level scenery/aircraft. But on higher end aircraft (Aerosoft Twin Otter / PMDG 737 etc.) I experience the "mouse lag issue" that many others seem to face, but the only fix that has said to work is to upgrade your CPU.
So.
If I get the Q9550 and overclock it to like AT LEAST 3GHz, would it run the above said aircraft/sceneries at the constant 30fps without mouse lag (bear in mind I dont have FSX settings at max)?

Solution
I recommend using a hardware monitoring program such as MSI Afterburner; use the on-screen display to monitor your CPU and GPU usage to determine which one is bottlenecking Microsoft Flight Simulator X. If it lags on high settings, it's likely your GPU. But you should find out for sure before you purchase new hardware.
