Not at all. PCIe 2.0 x16 is equal to PCIe x8 and no card uses more than PCIe 3.0 X8 (cept Titan X(P))

Agreed. Since the inception of the PCI Express architecture, the throughput of PCI-E has overly exceeded what was necessary for even top end graphic cards. Backwards compatibility allows a low to mid end PCI-E 3.0 graphics card to run, without limitations, on a PCI-E 1.1 motherboard. As stated, just about any PCI-E 3.0 graphics card will run, unlimited, on any PCI-E 2.0 motherboard.
