My GTX 970's fans spin but the monitor will not detect it and it is extremely noisy.

Let me preface this by saying recently my power supply failed and I was unable to turn on my computer. I purchased a new one and it is working so far except for the graphics card. I am thinking my graphics card was ruined from the bad power supply but I figured I would see if anything could be done before I go out and purchase a new one.

I'd call the manufacturer of the card. To much info can be detrimental..... As long as it's still under warranty they could replace it.

WHich PSU did you buy? What kind of safety features does it have?
