16 GB ram 7.95 usable Win 10 x64

16 GB ram 7.95 usable Win 10 x64. Installed 2x 8 GB exactly the same ram sticks. Mobo max is 64 GB (GA-F2A78M-D3H) Bios is up to date. Boot setting checked and max ram is unchecked. Tried everything still it reads 7.95 GB Usable. HELP!

I installed 2x 8 GB of Crucial DDR3 - 1866 UDIMM (PC3-14900 (933MHz) BLS8G3D18ADS3.16FE) on a GA-F2A78M-D3H Mobo. I have tried everything to no avail, I have checked the boot section in msconfig and max mem is unchecked. I have updated bios to current, I have reset cmos. I am running a Godavari AMD A10-7870K Radeon R7, 12 Compute Cores 4C+8G 3.90 GHz (max is 4.10 GHz) APU and it takes some of the Ram, it actually says 16GB (6.95GB Usable). Anything I haven't tried??

I tryed that, but I guess I can try again. The Mobo didnt want to boot in the 1 and 3 slots or the second stick didnt show up in the 3 and 4 slots, so I guess I can try 2 and 4...

Didnt work.....I did get it to boot in 1 and 4 slots but still half of the ram is usable. Anything else??
