Your motherboard heatsink was design to get cooled from blown air from CPU air cooler, in OCing the VRM release more heat. If you have $ 50 budget then you can try this

  • ■ Buy 200 mm dust filter change your 200 mm case into intake. Make sure the blow is directed to motherboard (look the arrow pointing).
    ■ Replace thermalpaste with Arctic MX4
    ■ The windforce cooler is spreading a lot warm air inside, you can put the PSU fan to suck the warm air or better, you can use top rate fan such as noctua IPPC 2000 or corsair ML series and ditch the old PSU fan.
    ■ I don't know what mm size the artic freezer i30 use, if it 120 mm then you can replace the fan with top rate fan such as noctua IPPC 2000 or corsair 120 ML series and ditch the old fan and better, order the A30 fan holder and use push-pull or push-push with two fans.
The theory
These factor count to CPU heat transfer coefficient: plated fin design (per square density), direct contact copper design, thermalgrease calorie inductive compound, blown air velocity, delta temperature. Typical air, gases and dry vapors forced convection in CPU air cooler is ~ 10 - 1000 (W/(m2K), while CPU water cooler is ~ 1000-4000(W/(m2K), so H2O does cool better than air.
Real world tested
Online reviewers reported that Noctua DH15 outperformed 140 mm AIO at 100 to 250 watt TDP, this is due to low flow rate of AIO cooler, will be different story if you run open loop water cooling with stand alone pump such as D5 pump or DDC 3.2 pump (high flow rate pump).
Conclusion
The only electrical part of PC component cooler is fan and or pump, they have mean time between failure, so investing on decent fan such corsair ML (use magnetic levitation bearing AKA minimal contact to motor - fin) is a wise move.
