99.9% sure my CPU has blown, need confirmation

My PC turned off all of a sudden and there was a burning smell.
The power supply wasn't damaged so I was relieved there.
I tried starting the PC with everything except the 4 pin CPU connected, all the fans span including the CPU fan.
When I connected the 4 Pin for the CPU, I pressed the power button but the fans only slightly moved for about a millisecond and the power button flashed for a brief moment but none of the fans would spin at all.
So is this a CPU issue or am I completely wrong?
The CPU is an AMD FX-8320 and I have had it for 4 years now.
I think the motherboard is an ASUS P8Z77.
I was thinking about buying an I5 6600k but I'm not sure if it would work on this motherboard and I'm also not sure if the AMD Fan would work with the intel processor.

So is this a CPU issue or am I completely wrong?

Is the system reacting the same way using both power supplies? The fans barely spin and the pc won't boot whether using the corsair or evga psu? If so then it doesn't sound like a psu problem. I'd be looking at the motherboard as well like Nine Layer Nige suggested, looking for potential damage in the form of blown/leaking capacitors around the cpu socket area. If I had to place bets on what went south, the cpu or motherboard I'd guess motherboard. The cpu uses power but the board is responsible for power delivery and voltage regulation.

The psu could have an issue but if the problem persists no matter which psu you use then it's unlikely both power supplies suffer the same problem.

Yes I have both a Corsair CX500M and an EVGA Supernova G2 550
Both of them see to be working fine.

The smell seems to have gone.
I'll have to check the capacitors later on, I'll get back to you on that.
I assume that the motherboard is working fine since the green LED is solid and all the fans in the PC including the CPU Fan work if the 24 pin is plugged in, but if I plug the 4 pin into the CPU the power button blinks once and there is only a tiny budge in the fans movement for half a second.
 
I'm a bit confused, the cpu is an fx 8320, the motherboard is a p8z77? That's an intel lga1155 motherboard and not compatible with an amd am3+ fx 8320. As others mentioned the 6600k is an intel lga1151 processor.

If the motherboard is in fact a p8z77 then it's compatible with intel lga1155 cpu's only, 2nd or 3rd gen like the i5 2500k or i5 3570k (or similar 2nd/3rd gen i3, i7 etc). I'd be surprised though given amd cpu's the pins are on the cpu and the appropriate sockets are female (zif type) while intel sockets contain the pins and the processors only have metal contacts (lands). Trying to put an fx 8320 into an intel socket would mean both had pins and physically difficult aside from technically being an incorrect match.

I'll have to double check that later, they looked identical in pictures so I just assumed it was that particular board, sorry.
