Computer ethernet suddenly slow, Other devices work fine

The problem started while I was playing League of Legends, my ping was fine at an average of 20 ms. However, after a while It started to lag. What was weird was that the ping was fine, staying at a bout 20ms but my actions started to delay, eventually the game didn't respond to any of my actions. I tried looking up a solution to the problem but my webpages wouldn't load properly. It would occasionally load fast but never fully load or it would be stuck on 'waiting for (website).com' on the bottom left hand corner. I dismissed it and tried again the next day.

But nothing changed, in fact I haven't been able to login to League of Legends since then. What is even weirder is that it works fine on any other device in my house. I went on speedtest.net to check wether my download speed and ping were bad but it had the same results as other devices in my house, what wasn't the same was that the test itself took longer for the results to show up, sometimes failing. Ive ran multiple anti-malware and virus scans, cleared out my history and cache, reinstalled network adapters, changed my DNS, going into safe mode, restarting the router, unplugging and replugging the ethernet cable but nothing has worked.

UPDATE:

I reset my computer, (returned it to factory settings) but still nothing.

Solution
No problem. I don't want you to switch to WIFI, I just want to rule out the NIC has gone bad. What type of NIC is it? What's the speed on it? I know you had it for a year, but just good information to know.

I have connected another computer with the same ethernet cable and everything was fine on that computer and yes I am connected directly to the modem. This leads me to believe that it is a problem on the computer itself. Any ideas?

If you are connected directly to the modem, it could be your network card. Have you looked in task manager to see what is using your bandwidth? Even in safe mode with networking, are you getting the same high ping? Are you using a PCI card, or the one built-in?

I am not using a PCI card, I have the ethernet cable connected directly to my motherboard. I have been doing this setup for about a year now with no problems until now. Yes, I have checked task manager and my network tab is at 0%. I have tried to enter league of legends again but it wont even log me in. Is it a motherboard problem? Should I consider buying a PCI network card?.

When you ping 8.8.8.8 what is your response time? I am hoping it is not your MAC address blocked. If you have a router, you could try to get a WiFi dongle to rule out that NIC. If the WiFi works, then you can buy a PCI card. I suggest dongle, because they are cheaper, and can be returned easily.

I do actually have a PCI wifi adapter lying around, before using my ethernet setup I used that but with the placement of my pc we had to use a wireless repeater to give my pc a good enough connection. We also routed the ethernet cable through the roof to my pc and I feel like the ethernet connection was more consistent, so I would prefer solving the ethernet problem but if there is no other option I will have to result to that. I will try pinging the google dns when I get a chance to get back on the computer, thanks a lot of the help so far. Stay tuned.

So I bought a PCIE-NIC the other day, I hooked it up to my pc and connected it to the ethernet and I noticed that my download speed was back to normal (I was able to watch youtube videos, on my normal download speed) but I would still have periods of time when websites would get stuck on waiting. Most times it can load the website layout but it will have trouble loading images but other times will load everything very fast. Im still having trouble logging into game services such as battlenet and cannot log into league of legends. I pinged 8.8.8.8 and my response time was at an average of 21ms, so I see no problem there. Any other ideas why this is still happening?

UPDATE:

Its weird because when I ping game servers like pvp.net and battle.net it just says request timed out whereas when I ping google.com or the google dns, or youtube it works. My download speed is definitely normal though since I can download things fast and watch youtube in 1080. I just cant get onto the websites at times and cannot at all login to any games.

I FIXED IT!

I updated my network drivers and switched back to my motherboard NIC and it seems to have fixed the problem, thanks a lot for the help man.
