Managed to find that PDF file and checked the prices listed.

My initially suggested parts:
CPU: i5-6400 ($237)
RAM: 2x 4G Single 2133 Kingston (2x $ 35 = $70)
MoBo: Asus B150M-A ($114)
GPU: 3G GTX 1060 WINDFORCE OC ($319)
Total: $740

But to keep within the budget, here's a second list:
CPU: i5-6400 ($237)
RAM: 2x 4G Single 2133 Crucial (2x $29 = $58)
MoBo: Asus B150M-K ($99)
GPU: 3G GTX 1060 Gainward 3798 ($309)
Total: $703

As far as booting up while using the old system, you may face some driver errors. But if you manage to boot into the Windows, 1st thing to do would be installing the MoBo drivers.
Though, i don't recommend using the old Windows. With new system, doing a clean Windows install is the best option.

Few words.

Put in a medium-end CPU from the Intel's Skylake family.
MoBo is a B-series that has 4 RAM slots for future upgrades.
Went with a 2x 4GB DDR4 RAM at 2133 Mhz.
And lastly, put in the best price to performance ratio GPU.

Looked the site you provided. Didn't see an option to browse the parts without registering and logging in.

Edit:
Oh, you also need a new Windows since your current Win 7 is OEM and tied into your old MoBo. You can't use it with a new build, unless you buy a new OEM license.

Second note too:
For CPU cooling, you'll do fine with the stock Intel's cooler that comes with CPU. If you still want a better cooling to your CPU, just reuse your Hyper 212 EVO.

Edit 02:
Feeling generous today. :p
A comparison between your current build (base) and my suggestion (alternative).

Thank you, at work but will have a look when I get home :)
On a quick note I think there is 2x8GB currently ram. The price list you have to download the PDF file but that's all right. And most important when I am.puttung the new parts together apart from he compatibility will my old drivers from the hard drive give problems while booting?
