I cant overclock my rx 470 past 1300mhz. What should i do?

Software monitor usually at +- 10C error threshold readout, just to be safe you'll have to assume its already at 91C. Meanwhile you can do this
- max out case fan, either add fans or replace with known good review fan.
- replace thermal grease with known good review thermal grease.
- if you have experience with digital multi meter, you may re-check power delivery at graphic card copper lane PCB, 6 or 6+2 PSU header and connector, PCIe 16X slot.
- learn how to use MSI afterburner.

Every card overclocks differently so you may have hit the max overclock for your card.

What you could do is flash a custom bios and overvolt the card to help overclock more. I did that with my my 980ti. Before the modded bios, the max I could do was 1430mhz. With the modded bios and 1.27v, I was able to hit 1550mhz stable. The only bad part about that is it puts out a lot of heat. My gpu is watercooled and stock it gets to about 50c under full load. With the modded bios, my gpu gets to about 68c. It caused my CPU to heat up quite a bit as well since they are on the same loop.

So if your card is air cooled, I would recommend leaving it as you have the best overclock you can get

No. Your temperatures will be way too high. If you ever decide to water cool your card or get a beefy aftermarket cooler, then I would suggest the modded bios. I would say a 10-15c increase from stock clock speeds. So if you have a STRIX cooler and your card runs at 55c under full load (i dont know the actual temps since ive always used water) then you can guess that your temperature with a modded bios would be about 80c with a pretty high fan speed to keep it cool. It also draws alot more power.
My 980ti under full load drew about 250 watts but with the modded bios, it drew almost 400 watts which is a pretty big increase
