Can i run my specs in Corsair VS Series VS450 - 450 Watt SMPS ??

Theoricaly, yes.

As your system will consume, at load, about 300W.

Although I'd not recommend doing that with that PSU. VS Series from Corsair aren't even 80+ bronze and are considered bad. I'd avoid it if possible.
If you don't plan on stressing your GPU neither your CPU you can keep it at your own risk.

If you're in a tight budget try to get a Corsair CXM,
If you can spend some for 500W or more, to be future proof, try to get a SeaSonic or maybe a or SuperNOVA G2. Both have great quality

Are those specs correct? i5 2310 uses ddr3 RAM.
Presumably you meant to type ddr3 and the rest of your system is compatible with each other, but I thought I would check.

Manddy's advice is good. A quality 450w PSU will run that system well. Although a quality 500w PSU would be better with you want something long term, but I understand your budget is probably very tight.
