Low fps on new graphics card

Hello everyone! So yesterday i just finished building my gaming pc and everything is working fine except i'm getting quite low fps. I've got a Asus GTX 1060 Strix OC and run a benchmark, Heaven 4.0 i believe its called, set it to ultra, extreme tesselation and x8 antialiasing, on 1080p, DirectX 11, and i'm getting around 14 fps and a max of 20-22. Thing is, my friend has also got a gtx 1060, MSI gaming x, and he has way different numbers in the upper right corner: he's got 1900Mhz core clock and 4000 mhz memory clock, while i'm getting 800 mhz core clock and 2000 mhz memory clock. I have the latest drivers and running in in windows 10 x64. Tried with no updates as well as with latest windows updates. Also disabled that game DVR thing in windows as it was suggested on other forums, but no luck. Can anyoby offer some insight? It's really frustrating. I also tried to play Crysis 1 and im getting around 25-30 fps maxed out.
Specs: I5 6600k running at 3.5Ghz
Asus GTX 1060 Strix OC
Asus z170 Pro Gaming
Samsung 850 EVO 500GB
Super Flower Leadex Gold 650w PSU

 
Download Display Driver Uninstaller (DDU). Extract the downloaded file to your desktop then open the software. Use the recommended boot into safemode option then once in safemode the software will automatically start and there is an option that is recommended to uninstall drivers then reboot windows normally. Do this then once in regular windows mode reinstall the latest nvidia drivers.

Did that, same thing happened. But i installed the previous driver, before the one that launched yesterday, and everything is working way better. Apparently lots of people are having problems with the card downclocking after the latest update. Just my luck that i built my pc on the same day the driver released. Thanks everyone.

I am also running fine on the new driver, but when i read on reddit, i saw alot of people talking about that their memory speed only were 800Mhz when it is used to be 5500Mhz. So that might be the problem
