CPU doesn't reach maximum clock

Hello there community
I have a Dell Inspiron 15 5547 with i7-4510U CPU and I'd been benchmarking it a lot recently
So when running Cinebench R15 I noticed that my CPU only goes 2.6 GHz (whilst Intel claims its max turbo is 3.1)
Question is... how do I get the clock to max?
Power plan: High performance
AC power: Yes
Minimum and maximum processor rate: 100%
 
Solution
Because that's how turbo works & always has done.

It keeps within it's rated tdp.
1 core to 3.1ghz means dropping the other cores to 1800mhz.

Turbo clocking is also dependent on how many cores are used. If only 1 core is used then max clock can be achieved. If your benchmarking is maxing out all cores then you won't get turbo clocking. The thermals, and load on the CPU are monitored in real-time by the hardware to determine max clock speed.

According to the Intel ARK you don't have 4 physical cores on that CPU -- http://ark.intel.com/products/81015/Intel-Core-i7-4510U-Processor-4M-Cache-up-to-3_10-GHz
You have a hyperthreading dual core. It is like an i3 on a desktop. The i7 is very misleading labeling on that CPU IMO.
