I wouldn't bother upgrading the CPU as the performance gains would be minimal, just get a descrete graphics card and put it into your system as long as you have the appropriate power supply. Also you shouldn't need to disable the onboard graphics on the A8 once you put a card into the system but if for some reason you do need to then the option to disable it should be in the BIOS.

As for the card I would go with the RX 470 4gb as price/performance it's a better pick over the 960 unless your getting a good deal on the 960. If you don't have a good power supply then you'll need a card that only requires power from the PCIE slot...
If your not overclocking then yes that is the best. If you are let me suggest the 880K and a good heatsink.

As you can see the M9 is holding its own against the CM212 so its pretty good. The i and a just means Intel or AMD with it being the same heatsink.

It won't be as fast as the 470 (faster then 960) but it will still be a big improvement over the A8 onboard graphics.
