I'm looking for a low power laptop hard drive (at least 1TB) when in the inactive state. This would be the second hard drive, and I would rarely use it. Speed is no concern.

I think Toshiba has a 2TB with 0.15 watts? inactive? (Toshiba MQ01ABB200)

Samsungs has 0.7 watts ??

Slow hard drives (such as 5400RPM) will be quite slow but will require much less power than their faster brethren. Two final questions remain; How much do you want it to hold? 250GB - 1TB is what I see you needing (at least without any explanation)
And two: cheapness: less than 100 dollars or less than 50 dollars?

That is pretty much what I see you going for, hope it helps oakmanii.

Can you clarify what you mean by 'low power'?
Enterprise grade HDD's do offer somewhat lower power requirements due to hardware manufacturing differences between them and consumer grade drives. But the OS's they are usually paired with help manage what they need versus what they could do given a certain task.
The downside is the increase of cost (a lot more) because they are typically bought by companies with more specific needs and deeper pockets.

Also; do you need a 5400rpm drive or a 7200rpm drive?

I want just a slow, cheap drive that can hold a lot of data for my laptop, as most of the used data, programs, will be on an internal msata drive. So the hard drive is also mostly for backup.

And I dont want it to be a drain on my laptop battery.
