Why am i getting such low frames with my gtx 1070 all of a sudden?

Recently about a month ago i purchased a palit gtx 1070 premium gamerock edition, up until now it was working brilliantly with the rest of my system, i have windows 10 pro 64 bit with all drivers up to date, i have a gigabyte ga78lmt usb 3 motherboard, a fx 6350 amd processor, 8gb ddr3 1600mhz ram, 120gb ssd, 1tb hard drive, 500w psu. If you need to know anything else just ask but i cant find the reason to why my pc is performing terrible all of a sudden. I get about 110 fps on average on ultra on a game on overwatch with scaling at 150 percent, now when i try and play it im getting 29 fps, im not sure if the graphics card is the problem or its the cpu and im not sure what to do, i know there is something wrong and im thinking it could be the cpu, as i know overwatch uses the cpu a fair amount, now im not getting over 30 percent usage in the game but apparently the gpu is being used 99 percent but yet a 1070 cant get over 30fps when before i had over 100. If someone could help that would be great as i dont know whether to get refund on the card or it is a problem in my system elsewhere.
 
Do you have a second monitor connected and/or does you monitor run at 144hz? Try running in windowed mode and setting the monitor's max refresh to 120hz. I was having a similar issue with overwatch on my rig (3570k@4.2ghz, asus ROG 1070, Acer XG270HU & Potalion 2710 with the overlord PCB)
