Nope the i5 skylake shouldn't bottleneck any video card. You may have some bad settings or need new drivers. You could also need to optimize your OS unless this is a purchasing question

You shouldn't run into any issues but it also depends on game and resolution but for the most part it should be fine. There's a way to test this.

If lowering the graphics settings has no effect on frame rates, then the bottleneck is your CPU.
