visual c++ redistributable 2015 Error/Windows Update

Okay so I have been trying to fix this for a while so I'll start from the beginning. On my windows surface tablet, which is running 8.1, I wanted to use the emulator dolphin to play some old game cube games. After installing the emulator, the error missing "Api-ms-win-crt-runtine.dll" of some sort keeps coming up. After further research it turns out that the error has to do with visual c++ redistributable 2015, I tried installing and re installing many times but still no luck. Then I found out that it means my windows update needs to update because there was an update for visual c++ redistributable 2015. But now my sort of other problem is, the windows update on this tablet gets stuck at "checking for updates" I left it going for about 12 hours still nothing. I looked up many ways to fix it and tried many things but still nothing. I got pretty far with the windows power shell method to force the update, but that gets stuck at "running script" for ever and doesn't finish.

So really if someone could help me get the emulator running, I don't really care about windows update, but if I need that to fix it then could someone help me fix my windows update.

Solution
There is a way to delete the update library and let it rebuild it. After doing this, it will take quite a while to reset itself. IF you have a great Internet connection, it might only take a day...

Look at the section: Manually reset Windows Update components

up to step 3 then reboot and try it again... Do the rest if you are confident.

Method 1. Run the scan again.
If the scan freezes and doesn't complete when Windows Update is scanning for updates, try to run the scan again.

Method 2. Run the Windows Update Troubleshooter.

Method 3. Perform a System Restore.
Turn off your computer manually by pressing the power button.
Start your computer by pressing the power button.

On the Choose an option page, tap or click Troubleshoot, and then tap or click Advanced options.
Tap or click System Restore. The computer will restart to System Restore. Select your account to continue.
On the System Restore page, tap or click Next.
When the restoration process is complete, tap or click Restart.

Okay so Method 2, the troubleshooter says there are files that need repaired, and then it tells me it fixed them. Yet when I run windows update it's still the same thing checking for update.

Method 3, I did a fresh install of windows to try getting it to work but still nothing so there isn't anything for me to restore to.

And then the final thing when I download and run just gets stuck at "Searching for updates on this computer.."

So yeah I don't know what else I could try.
