Why does my new graphic card work worse than my old one

I recently bought a Radeon r7 240 to upgrade my old GTS 450 cause it stopped working. It ran League of Legends at 200ish fps on very high settings but now I get only 100 at high and fps drops sometimes. I could play NBA 2k17 on high without any problems, though now I can't pretty much even change the settings without spending 10 mins because of the low fps. Why is this happening? I have a 500 W power supply and a intel i5-3350p @ 3.10 GHz, 8 gb of ram

It is easy:
The R7 240 performs close to a GT 420, GT 520, GT 610, HD4550.
So you basically did a downgrade from an older middle-class card to an office/HTPC card half as powerful.
For a similar performance to your old GTS 450 you would need something like a HD 740, HD 4850, HD 5750, HD 6750, HD 7750, R7 250, R7 250E.
Did you remove the old drivers and installed the new ones? It could be a driver problem, you could use DDU to completely remove old drivers and install new ones fresh.

Also, the GTS 450 is an older GPU, but it still usually performs a bit better than a R7 240.
 
The 450 was a gaming card, the 240 was not a gaming card. I think the 240 is also available in DDR3 and DDR5 forms, needless to say the DD3 form is even slower. It's vital to research what type of card you are buying, general purpose or gaming, before you 'upgrade'. Just because it's newer, or has more memory, or has newer technology does not mean it's faster in gaming.
