I updated my graphics card at the beginning of august. On 8/14 went to update windows. It wouldnt update. I found a work around but cant remember exactly what I did. Now in November I go to update windows again and now it just hangs. I've tried restore points, windows fixit, wusau and all the command prompt stuff I could find on the webs, I tried diagcab. The only thing that shows up is error code update error 0x80070490. I tried the fix that windows suggests with that. I've checked with malware bytes, spybot for viruses. I've tried to disable my firewall and malware exploit protection. Now google earth wont even work for me, it crashes upon launch. The only thing I can think of that changed prior to my issues was upgrading my video card and monitor, which I got around the same time as the card. current equipment:

I've updated the driver for the video card to its latest 375.86. I can't think of anything else and I'm at wits end. Please help. Thank you in advance of anyone who can help me out of this. If there is any more info I should provide please let me know.
