CPU monitor bug?

I recently bought a water cooler for my PC off amazon, it is cooling my amd fx-6300. So far it has seemed to cool very well, almost too well according to the CPU monitor(HWmonitor)... According to the monitor, at idle speeds the CPU is running at about 55°F, which I find next to impossible considering it's around 70°F in my house. Is this just a known bug or is it actually running at 55°F.

Water cooler pump is plugged into CPU fan slot, both fans are plugged into the sys fan1 slot. (Not sure if this makes much of a difference so thought I would add it).

Would like to make sure temperatures are accurate/near accurate before I do any extra overclocking.

as I know water coolers are being cooled with a refregirator type coolant unit. If this is the case the cooling water temperature should be lower than the ambient temperature. So the CPU when idle should have a lower temp when compared the eviroment.
