PC Shuts down | GPU usage blow 30% | FPS 90-200 CSGO | GTX 970 | i7 4970k 4ghz

Hello.

My pc only uses 19-30% of the GPU meanwhile gaming.
I am gaming Counter:Strike GO on all settings low.
I have my Power supply set on max performance in Nvidia and Control panel. I noticed when I do that, my pc automatically gets blue screen and shuts off.
I have only 90-200 fps jumping up and down (ingame) and it stutters alot.
All drivers are up to date ( it says atleast )

Temps ( No Overclocking ) ( INGAME )
CPU temp: 62-67°c
GPU temp: 35 °c, 27%


Specs:
Windows 7 Home Premium
Grafic: Nvidia Geforce GTX 970
Processor: Intel Core i7-4790K 4GHz
Ram: Corsair x3 4gb DDR4 Vengeance
Motherboard: Asus Z97-A
Chassi: Fractal Design Define R4
Hard drive: ST2000DM001 64MB 2TB
SSD: Samsung 850 Pro 128GB
Power Supply: Corsair GS600 600W

How can I make sure that my PC uses my GPU up to atleast 90% meanwhile gaming?
How can I make sure that my PC don't get bluescreen and shuts off when using more Power, or whatever is causing it.

Suggestions?

I disabled Hyper Threading.. What does it do really for me? a short understanding.
I still get 200 gurggly fps, but an improvement! Playing on high settings is just gonna put even more pressure on the PC(?)
 
So, the shutdown thing is either a bad GPU or Bad PSU.

You'd want to try running various stress tests for certain parts of your computer.

Memtest 86 is the classic memory stress tester: http://www.memtest86.com/

Do all of them, even if you crash on one, see if you crash on all of them, as it may be your PSU.

Also, you have DDR3 ram, not DDR4 ram. Sounds like you have 12 total as well, which is an odd config and possibly a bad one, since triple channel ram isn't really supported anymore, it's either single, dual or quad channel, and your board probably only supports dual channel ram. Try taking one stick out (the middle one probably, they have to be in the right slots to work correctly)

Agreed. If I am playing a lower end game like Batman Ac with all its settings maxed out my GPU core clock tops out at about 1215MHz https://s5.postimg.org/4ef6mkcfr/Clock.png but will drop to as low as 900. It's not the settings, in my case that cause the lower GPU usage. It's that the game just isn't as demanding as say Far Cry 4

so the GPU responds accordingly. When you ask for a little, it gives a little. Whether it's the game's requirements or the user settings the GPU responds to that. When you ask for more, you get more.

On a side note. Uninstall GeForce Experience and Nvidia Control panel. Download latest Geforce Experience, that comes with Nvidia Control panel and reinstall. Changing a setting inside of there and having your PC responding like that at that moment suggests a problem with Nvidia's Control Panel. Doesn't rule out the PSU or the GFX card but does sorta point at Nvidia.

I will try what Mason said. I disabled Hyper threading and so far no shut downs.. I will look more into testing the PSU though.
Reinstalled drivers, check.
Rebooted whole pc to Windows 10, check.
Power Supply turn on Max performance, check.
But however I am still at 180-200fps.. I should be able to have 300 easily.. Any tips?

I feel stutter and really slow performance playing 120-200 fps isntead of 300 that I use to have. Sometimes I have 300, idk how. but when I do, it feels very smooth.

Always 120-200 nowadays tho, very boring. .. idk how to fix it :/
