Cpu Fan Constantly Running at Max Speed

Hi, I have been recently facing an issue. My Cpu fan speed is constantly running at a high speed and is quite loud. I am using an Intel i7 4970k (Over clocking Disabled). The temperatures seem to be normal. Idle temp is around 37c while during gaming it goes up to 67-70c. I have tried changing the settings from bios, but the fan speed automatically sky rockets. Lastly I'm using an ASRock Motherboard Z97E-ITX/ac and an Intel E97378-001 CPU cooler. Any sort of help would be highly appreciated. Regards

The problem could be the fan type. A voltage controlled Fan (3PIN) will run at Full speed if the Fan-port is Set to PWM (4PIN), The other way around would end in an undefined speed and possible Fan Stop on low voltage.

But normally CPU fans are 4 PIN with Pulse Width Modulation so that should be the standard configuration.

Are you sure that you have connected the fan to the CPU_FAN header? Also, make sure that the PWM control is enabled in BIOS, although you said you've already done that. You can try resetting the BIOS, but then make sure you can set back the boot settings to their current settings.

I have not faced any issues until today, when the fan became too loud. I am using an AS rock Z97E-ITX/ac and an Intel E97378-001 CPU cooler.

I have not recently cleaned out my PC. However i have monitored the CPU fan speed through Bios and Speccy. It shows an RPM of 1700. However the Fan has become too loud, even at an idle state.

It's an Intel cooler....get yourself an aftermarket one, that customer I was talking about before? I stuffed a Hyper 212 Evo in his PC and he said it is so quiet now, Intel fans are notorious for being loud, an aftermarket cooler will solve your issue.

It's a good idea to clean out your PC with compressed air as well;

Lots of dust -> More heat -> Faster RPM on fans
Less dust -> Less heat -> Lower RPM on fans

Thank you for the help. I figured out the issue. It is actually my EVGA Titan X causing problems with it's constant fanspeed. Sorry for the inconvenience
