My MSI GTX 1070 Gaming X 8GB "reduced" performance?

Hello, first sorry for my English.

Hi, I have a problem with NEW MSI GTX 1070 GAMING X 8GB. It's like poor performance. Yesterday all was good - CS:GO ~420fps, today ~250; H1Z1 ~90fps, today 25fps; Witcher 3 - ~90/100fps, today ~60.

My specs:
i5 6600k 3,9ghz by Asus OC program from motherboard
Asus MAXIMUS VIII HERO
MSI GeForce GTX 1070 Gaming X 8GB
G.Skill Ripjaws V DDR4 16GB 3200Mhz
Thermaltake Smart SE Modular 630W
Windows 10 Home

Malwarebytes found nothing, Windows Defender - same.
I have the newest drivers from nVidia, GPU BIOS updated.

What's the issue? It's new PC, like 4 days, yesterday all was good - it's first graphic card.
 
Did you update the drivers to the newest version 375.xx? If you did revert them because they are junk. Lots of people are having issues with those drivers. You may want to revert back to 374.xx until Nvidia gets this fix in week or 2.

Driver 375.86 Notes -- Update with caveat. No issues on my end. However, Nvidia has acknowledged that there are issues with jittery menu on Battlefield 1 as well as Memory clock being stuck at 810 Mhz so please beware
 
Something must have changed from yesterday. Sense I have no idea what that change is I suggest a reinstall of Windows and only install the games you had on it yesterday. There's a possibility that a program you installed today or late yesterday is eating up some of the cpu or gpu resources.

FXAA enabled, 3linear, only shadows are on high. Still 20 fps in H1Z1, earlier ~80-90 or better in some places.

Try pulling the card out and remove the power plugs then reseat the card. Plug the power plugs back in and test. An extra step is use compressed air to blow out the slot. This will ensure no dust is causing power issues. If this doesn't work you may have to start looking at other possible causes. Check your drives smart and download msi afterburner to watch temps. CPU could be throttling if its getting overheated.

And you tried with 368.xx driver version? I'm starting to run ouf of ideas.
Another thing, is your windows update on? apparently this thing can cause fps drops and pc slowing (which was the case of my htpc in salon)

I think Windows Defender, Update doesn't make any problems. Earlier I'm playing with it and wasn't nothing wrong.
I tried 368.39, 373.06, 372.70.

It's should be like that? I mean ~1580mhz in csgo and ~1900mhz in Witcher 3, with other voltage...?

In The Forest on very high (like ultra) I have 80-100fps, mhz and voltage like in Witcher.

Look at this screen, voltage and mhz are changing in game... You can see, lower voltage and mhz is lower fps, more is more. What's that?

In Witcher 3, The Forest mhz and voltage looks good, I think? But in CSGO, H1Z1 etc. is lower, why? GTX with parkinson?

IN MENU OF H1Z1 IT'S NORMAL...

Witcher is playable, 80 fps ~70% GPU usage - nice power saving, but what about H1Z1? CS:GO is less problem, because 250fps and good power saving is not bad.

My monitor is 1280x1024, is that a problem? But before I can play in that resolution... When I'm creating a FHD resolution it's the same in H1Z1, but I can run fucking CSGO in 2560 x 2048 scaling to 5:4 all in ULTRA with 250fps...

So, can I off, and how this power saving mode?
