Activate carrier locked, reported as stolen iPhone 6 with unactivated SIM?

So originally I searched for used iPods, but I discovered that I could buy a used iPhone 6 with some problems (like TouchID or some buttons not working etc.) for just a little more expensive and use it on wifi without a SIM card inserted. Then I came across this Bell CA locked iPhone. I looked up the IMEI and it appears to be reported as stolen.
So the questions are:
Can I activate the phone with a prepaid Bell SIM with the card staying inactivated?(because I live in Europe and those cards can only be activated in Canada)
And if I can, is it a problem that the phone is reported as stolen?

I haven't yet bought the phone. (Sorry if it wasn't clear but English is not my first language) I research a lot about the possible problems I can face before buying something second hand.

Thank you for your answer, I will avoid blacklisted phones then.
