Can I transfer Windows 7 product key (OEM, but not manufacturer installed)

I would like to transfer my Windows 7 product key to a new computer. From the research I have done, it seems like retail versions will support this if you call to activate, and that OEM versions they will not let you do this, as it's married to the mobo in some way.

I have verified that my copy of Windows 7 is OEM, but I bought it on amazon directly. It was not installed on a machine prior (at least to my knowledge).

Anyone know if Microsoft will allow the transfer of this license? providing of course that it's uninstalled on the existing comp? How do they verify it's been uninstalled?

MS is the only entity that can say yea or nay.
For an OEM Win 7 license, they are under no obligation to do so.

Sorry if that was not clear. I meant that as far as I knew, the disc/product key that I purchased had not been used prior. I am currently using it on a comp i built, and want to transfer to a newer computer i'm building.
